Official Kentucky daily-release PDFs make the differences concrete. A court order and jail release entry answer different questions. The order shows legal authority. The jail record shows physical processing. An order entered in the morning does not establish that the person exited at that exact moment. Likewise, a roster removal may occur after a transfer and says nothing by itself about destination.

Kentucky Rules for Todd Records

If the name is absent, direct contact and historical records must determine whether the person left for the community or another custodian. Todd County Recent Release Limits

Todd County does not publish a verified official 24-hour or 72-hour released-inmate feed in the reviewed sources. Direct checks did not establish a county `RecentReleases` or `ReleasedInmates` archive. The official site has historically described itself as “Current Inmates,” and its statement that changes appeared within minutes was an update description, not a promise about today's refresh rate or former-entry retention.

Todd County Post-Release Supervision

A person can leave incarceration while remaining under Kentucky correctional authority. A DOC row labeled mandatory reentry supervision records an exit from the institution into supervision, not unconditional discharge. KOOL can display the supervision type, dates, and assigned office. Its scope is exact but narrow. The PDFs do not cover every local bond, dismissal, misdemeanor, or time-served release. They omit exact exit times and booking photos. Search the likely date for “Todd County Jail,” match the DOC number in KOOL, and use the county record for local processing. Also inspect the PDF's internal heading rather than trusting only the archive link label; the research found one date-label mismatch.


Correct a Todd KOOL Record

KOOL expressly warns that accuracy is not guaranteed and that offender data newer than 120 days may not be finalized. If a Todd County release status, date, or identity appears wrong, preserve the public URL and compare it with the DOC daily-release row, jail record, and court order. Do not rely on a commercial corrections service to settle a conflict among official records.

A transfer notice says the person left one source, not that confinement ended.

Federal and immigration cases require their own locators. The BOP inmate locator may show a federal release date or “Not in BOP custody,” but that phrase does not exclude state, local, or immigration detention. Use ICE only when the actual custody history supports immigration involvement. Todd's dated weekly report counted no federal inmates at the jail on one day; that does not establish a permanent rule.

Todd County VINE Release Alerts

Kentucky VINE is a notification channel as well as a current status check. Open VINELink, select Kentucky, choose the offender search, and enter a partial name or known offender identifier. Compare the matching identity and facility before opening the record. A person can have both a local-jail record and a Kentucky DOC record, so two matching records may require two registrations. Registering against the wrong person or custody source can produce a technically valid alert that answers the wrong Todd County release question.

Kentucky's official guidance says county-jail release calls repeat every thirty minutes for up to twenty-four hours or until the PIN is entered. A state-institution notice may be attempted before a scheduled release, but court-ordered discharge, parole, immediate credit, or escape can prevent advance notice. Notification timing therefore cannot establish the exact Todd County jail exit time. Retain the alert, then obtain the jail release record, DOC daily-release row, or court order that identifies the event.


Todd Release Registry Limits

The Kentucky State Police Sex Offender Registry is relevant only when a released person is legally required to register. It is not a list of all Todd County released inmates, all felony convictions, or all people under supervision. A qualifying registrant may appear after incarceration and may have public status or address information authorized by law. Absence from the registry proves nothing about whether a person was booked, released, discharged, or placed on parole or probation.

Those amounts apply to Kentucky DOC, not to Todd County Detention Center. DOC says it responds within five business days under KRS 197.025 by allowing inspection, denying it, or stating why more time is needed and when records should be available. Ask for an existing release record, discharge document, status-supporting record, or dated release entry. Do not ask the coordinator to calculate a sentence or investigate a person's destination. For a final parole decision, use the Parole Board's separate records channel and request the final order rather than an entire file that may contain protected material.


Trace Todd County Release Transfers

A departure becomes a community release only when the destination supports that conclusion. Todd County research contains two concrete reasons for caution. A federal court opinion documents a person moving from Todd County Detention Center to Wayne County Detention Center. Local reporting also described two inmates relocated after an incident. Each person left the Todd facility, but the move itself did not end custody.

When the jail names another county jail, search that receiving facility and ask for its booking or intake record. When Kentucky DOC accepts the person, use KOOL's location field and state records. A federal hold calls for the BOP or U.S. Marshals custody path, while supported immigration custody calls for ICE. No dedicated ICE facility or federal prison was identified in Todd County. That local absence does not rule out transfer to an agency elsewhere.

If staff will not confirm a destination by phone, request the existing transfer entry, release disposition, and receiving-agency field. Keep the Todd booking number, court case number, and any DOC identifier separate because each belongs to a different record system. A clear chain reads: Todd custody, recorded departure, named receiving authority, and then the next locator. It does not stop at “not on roster.”

Todd County Detention Facility

Todd County Detention Center is the single verified public detention facility in the county map. It is a full-service county jail in Elkton operated under the elected jailer. It holds local detainees and sentenced state inmates, so releases can lead to the community, state supervision, or another custody system.

No separate public municipal jail was established for Elkton or Guthrie. No Kentucky state prison, federal prison, or dedicated ICE detention center was identified inside Todd County. When an arresting agency or record names a different destination, follow that named facility rather than inventing a local path.
